Description |
Economic
development experts around the world recognize that efforts
to generate economic growth and reduce poverty in developing
countries are more effective when people have a greater say
in how their local institutions—their schools, hospitals
and roads—are developed and managed. In many countries,
fiscal decentralization reforms are empowering local governments
to take a more active role in providing government services.
Through overview readings and lecture presentations, this
unit provides an introductory overview to intergovernmental
fiscal relations and fiscal decentralization reform. |

Objectives |
| This
course is designed to guide you step-by-step on Fiscal
Decentralization process based on recent best practices.
At the end of the course you will be able to: |
- What is the subsidiarity principle?
- Which level of government should be
responsible for ensuring economic stability and a fair
income distribution?
- How should expenditure responsibilities
be assigned to ensure an efficient allocation of resources?
- An introduction to the topic of intergovernmental
transfers;
- A discussion on alternative forms of
intergovernmental transfers;
- An overview of the design a sound intergovernmental
transfer mechanism; and
- Further issues in the design of a transfer
mechanism.
