Course Description
The Principles of Budget Formulation for the East African Countries presents recent developments and concepts that budget professionals can use to create and review their national budget in a democratic environment specifically for the East African Community Countries.

The course covers basic concepts and practices of formulating a national budget and is given in five lessons namely: budget process and procedures, budget instructions, strategic planning and program budget request and budget examination. This is the first part of the KeII’s tailored budget courses, which has four Budget Modules.

The KeII’s Budget Team instructors recognize that it is the budget process that authorizes and enables the central governments to carry out specific activities during a specific time of period, usually within a calendar year.
Course Objectives
This course is designed to guide you step-by-step on budget process and formulation based on recent best practices. At the end of the course you will be able to:
- Update your insights on professional budgeting skills
- Enhance your techniques to participate in a modern budget process.
- Make strategic decisions on revenue and expenditure planning.
Targeted Audiences
Participants: The course provides graduate-level training and experience for professional staff and managers who participate in budget formulation activities in finance ministries, budget departments, spending ministries/agencies, or any institution impacted by budgets. It also offers information to persons who want to advance in government-related careers or to influence government decisions, since most government actions require budget financing.
